2 classification of rural domestic waste

5 Rural Domestic Waste Compost
The treatment of rural domestic waste compost is the process of aerobic fermentation of organic waste through the treatment of aerobic fermentation by microbes to make organic wastes stable and decayed, and the decomposed products are used in farmland or vegetable fields after reaching the national and local agricultural requirements. The rural garbage compost methods are divided into two kinds of yard composting and centralized composting, in which yard composting means that the villagers use a simple composting device for composting. The centralized composting system must have a proper scale, and the composting site is built in accordance with the engineering requirements of the standard composting plant. The functions of component fermentation, leachate and tail gas purification, product storage and processing are mainly included in the pre treatment site, fermentation field and composting equipment.

For example, the price of resources and environment can not fully reflect the degree of resource scarcity, ecological value and the cost of environmental damage. The price mechanism which is beneficial to the incentive and restraint of resources saving and ecological environment protection is not perfect.
Therefore, the opinion clearly puts forward that it is necessary to speed up the establishment and improvement of the resource and environment price mechanism that can fully reflect the market supply and demand and the scarcity of resources, reflect the ecological value and the cost of environmental damage, and improve the price policy which is beneficial to the promotion of green development, and bring the cost of the ecological environment into the economic operation cost, and pry more society. Capital enters the field of ecological environment protection, promotes the conservation of resources, the protection of the ecological environment and the prevention and control of pollution, and promotes the formation of the spatial pattern, industrial structure, production mode and life style of green development. At the same time, the "opinions" clarified the basic principles that should be adhered to in innovating and improving the price mechanism for promoting green development.

The price policy of promoting green development involves a wide range of aspects. In the opinion, 16 measures are put forward mainly from 4 aspects, such as improving the charging policy of sewage treatment, improving the charging mechanism of solid waste treatment, establishing the price mechanism for saving water, and improving the electricity price mechanism to promote energy conservation and environmental protection.

First, the classic case of promoting green and clean development with price policy.
It is the environmental protection price policy of coal-fired generating units.
As we all know, 70% of the power generation in China is coal-fired power generation, reducing the emission of sulfur dioxide, nitrogen oxides and smoke dust from coal-fired units, which is an important way to improve the quality of air. Since 2004, I have promulgated policies on environmental protection, such as desulfurization, denitration, and ultra low emission. Specifically, the implementation of desulphurization, denitration, dust removal and transformation unit price, 2.7 degrees per kilowatt hour increase.
The new unit with ultra-low emission has been increased by 5 yuan, and the old unit has increased 1 cents. This policy strongly supports the transformation of coal-fired units. According to the statistics of the environmental protection department, the ultra-low emission and energy saving transformation of coal-fired units have brought very good results. The total emission of sulfur dioxide, nitrogen oxides and smoke dust in the main pollutants in the country has been reduced by 22%, 25% and 11% respectively.
The emission of sulfur dioxide has been reduced from 6.36 grams per kilowatt hour in 2005 to 0.39 grams, and the emission of nitrogen oxides dropped from 3.62 grams per kilowatt per kilowatt hour in 2005 to 0.36 grams per degree, which is very large, so the effect of the policy is very significant, and it is very recognized in all aspects.
Second, the price policy of clean heating in the northern region has been implemented since last year.
Everyone knows that coal heating is one of the important factors that cause fog and haze. Economize and speed up the positive role of green environmental protection industry development, and then inspire the whole society to promote green development and ecological civilization construction.
Two. General requirements

Three, improve the charge policy of sewage treatment
Speed up the construction of the price mechanism to cover the cost of sewage treatment and sludge disposal and reasonable profit, and promote the marketing of sewage treatment service fee, and gradually realize the basic cover service cost of urban sewage treatment fee.
(1) establish a dynamic adjustment mechanism for urban sewage charges. We should encourage the bidding of urban sewage treatment projects in different regions, scales and profitability levels, and promote the balanced development of sewage treatment in cities, towns and villages. The sewage treatment service fee income and expenditure periodic report system should be established. The sewage treatment enterprises should report to the local price authorities before the end of March each year, and provide reference for the adjustment and improvement of the sewage treatment fee standard.
Four, improve the charge mechanism of solid waste disposal
In order to accelerate the establishment of incentive and constraint mechanism, which is conducive to the promotion of garbage classification and reduction, resources and harmless treatment, the charge mechanism of solid waste disposal to cover cost and reasonable profit is set up in an all-round way.
(1) establish and improve the charging mechanism for municipal solid waste disposal. According to the principle of compensation cost and reasonable profit, we should formulate and adjust the charging standard of municipal solid waste disposal. By the end of 2020, the charging system for domestic waste disposal has been established in cities and towns across the country. Encourage all localities to innovate the charging mode of garbage disposal and raise the collection rate. We should encourage all localities to formulate comprehensive supporting policies to promote the coordinated disposal of refuse, and support enterprises such as cement and organic fertilizer to participate in the utilization of garbage.

The mode of charge is determined by the medical waste disposal unit and the medical institution. To strengthen the investigation of the cost of hazardous waste and social hazardous waste disposal, and to rationally determine and dynamically adjust the charge standards; on the premise of ensuring the whole process monitoring of the collection, transportation, storage and disposal of hazardous wastes and the tracing of illegal and irregularities, the charge standards for disposal may be determined by the two parties.
Five, setting up a price mechanism for saving water
Establish and improve the cost of compensation, reasonable profit, incentive to improve the quality of water supply, promote the formation and dynamic adjustment mechanism of water saving, ensure the good operation of water supply projects and facilities, and promote water saving and sustainable utilization of water resources.
(1) to deepen the comprehensive reform of agricultural water price. Water shortage areas should tighten or modify water quotas, raise the standard of price increase, and fully reflect the scarcity of water resources. We should implement a higher standard of increase in industries such as "two high and one surplus", accelerate the elimination of backward production capacity and promote the transformation and upgrading of industrial structure.
(four) establish a price policy conducive to reclaimed water use. According to the principle of maintaining competitive advantage with tap water, we should determine the price of reclaimed water, and promote the use of recycled water in landscaping, road cleaning, fire fighting and other public areas. Conditional pricing can be negotiated, and the mechanism of price recovery is explored.
Six, improve the electricity price mechanism of promoting energy saving and environmental protection
We should give full play to the leverage of electricity prices, promote energy conservation and emission reduction, eliminate backwardness, optimize the allocation of power resources, and promote the optimization and upgrading of industrial structure and energy structure.
(1) to improve the policy of differential electricity price. We should comprehensively clean up the preferential tariff and other unreasonable price preferential policies for the high energy consuming industries. Strictly implement the differential electricity price policy of 7 industries, such as iron alloy, calcium carbide, caustic soda, cement, steel, yellow phosphorus, zinc smelting and so on, and carry out higher prices for the power consumption of elimination and restricted enterprises (including marketable electricity). All localities should assess the implementation effect of differential electricity price and ladder electricity price in time. According to the actual needs, we can expand the differential electricity price and the ladder electricity price to carry out the industry range, improve the standard of the price adding, promote the related industries to increase the technological transformation, improve the energy efficiency and accelerate the elimination of backward production capacity. Encourage all localities to explore the establishment of differentiated electricity price policy based on energy consumption per unit output and pollutant emission, and promote clean transformation. The differentiated electricity price and ladder price policy should be put on record by the national development and Reform Commission.
(two) improve the formation mechanism of peak valley electricity price. We should increase the implementation of peak and valley electricity prices, and use price signals to guide electric power to peak and fill the valley. At the same time, the provincial price authorities can establish the dynamic adjustment mechanism of peak valley electricity price on the premise of the total electricity price level, further expand the range of the sale side peak valley electricity price, rationally determine and dynamically adjust the peak and valley period, expand the price difference and floating range of the peak and low valley electricity prices, and guide the users to use electricity at the peak. The market participants are encouraged to sign contracts dealing with peaks, valleys, peacetime prices and electricity. The marketization mechanism of peak valley electricity price difference and ancillary service compensation is used to promote the development of energy storage. Using modern information and vehicle networking technology to encourage electric vehicles to provide energy storage services and gain profits through peak valley spreads. We should improve the residents' ladder price system and implement residents' peak valley electricity price.
(three) improve the supporting policies of some environmental protection industries. Before the end of 2025, the demand (capacity) electricity fee was exempted from the sewage treatment enterprises of the two - Part electricity price, the centralized power supply and exchange facilities for electric vehicles, the commercial electricity of the port, and the desalination of the sea water.

Seven, pay close attention to the policy landing
